Ooh dear, he's an OC. 8D; My sister and I like to role-play as we play a game. And when we RP Mario Part 8, we pretend the Blooper character is in love with Waluigi. Wario wants to help the Blooper out, so he gave the Blooper a blue ribbon hoping it would soften Waluigi to the idea of dating Blooper, known by their French name "Bloups" in our RPs.

Yes... kind of silly, indeed!
Yep, he. We're still getting parts of his backstory down, but what we have so far is that Bloups has known Waluigi since early 1993, down in the sewers. Wario doesn't seem to know that Bloups is a boy, and scolds Waluigi for being opposed to dating Bloups.
Our RPs do tend to get crazy ideas like this! OTL
